Phibsboro Scout Troop bought land from C.I.E. which included 2 dry docks and was immediately adjacent to the closed Royal Canal Branch to Broadstone. The scouts paid 500 pounds for the site. One of the leaders, Joe Donnelly, had a part in the play "Arsenic and Old Lace". One of his lines was "I'm off to Panama, Bon voyage" This became a rallying cry for the weekends they would spend working on preparing the site for use as a scout den and that is how the Den became known and is still known today as "Panama".

An important event for the Catholic Boy Scouts of Ireland was the Eucharistic Congress held from the 22nd to the 26th of June 1922. Thousands of CBSI Scouts camped in the grounds of Terenure College in Dublin providing first aiders, marshals, escorts and lining the route of the procession.
